There are a number of preexisting non-Xen-specific failover solutions that allow you to have arbitrary hooks called when a host goes down or comes up -- the one I'm familiar with is UCARP, but failoverd and others should have similar functionality. Having those arbitrary hooks run xm commands should be straightforward.
