More generally it's not inconceivable that people might like to use their own
script or something for the bootloader, and I think it's useful to be able to
expose that.

Another thought: your model assumes that only HVM guests can boot entirely
independently. This might not be true in the future (xen grub port, etc.); I
think it needs renaming to not imply HVM.
