We also tried looking at xm logs but could not see anything obvious.

But there's obviously something else wrong, as the conection of the VBD
happens LONG before the OS is loaded, so the fact that you're using XP
doesn't make any difference at all.
Can you post a configuration file for the XP domain (strip comments and
empty lines please).
