-tried mem=1G, mem=4G, mem=8G ... still see the problem

With SMP on and PAE off, 32 processors boots fine.
With SMP on and PAE on, 8 processors will boot.  But, gradually increasing the
processors causes the problem below to happen.  It seems to be some kind of race
because around 16 cpus will sometimes boot and sometimes not.  cpus>16 has never
booted. 

Dom0 pauses for a while (minutes) after the "Initializing the CPUs" message and
then spits this out:
