>From xen's perspective, there's no way for it to know whether a domain
has completely "up" or not. Once it starts domU, that's it. Besides,
the notion of "up" can be different from one OS to another. Is it when
login prompt is displayed? Cause on opensolaris (for example) the
console login prompt is displayed early, sometimes even before sshd is
started.
