It shows you the error clearly..
Well is your system fully virtualized or para virtualized.
Fullyvirtualized is if your system is VT or AMD enabled. You can check this
out by entering below mentioned command.
#grep vmx /proc/cpuinfo
If you have the 'svm; or 'vmx' flags, then your cpu is capable of fully
virtualization. A large number of machine disable this in the BIOS. So make
sure its enabled from BIOS . You have to look for something like
virtualization in BIOS as every BIOS manufacture call by different name. 
If there is nothing like that, then probably you dont have fully virtualized
system so you can not run window based OS on top of it.
