GUI: You might like xenman ( http://xenman.sourceforge.net/ ). CLI: xen-tools 
( http://www.xen-tools.org/ ) is very convenient.

AFAIK it uses lib-virt ( http://libvirt.org/ ). See 
http://libvirt.org/architecture.html for an overview of the
architecture. It's written in Python, and uses libvirt Python bindings, 
so you you could hack away if you want to.
