Is there no way to have the sources in order to rebuild the Xen tools
without PAE support while keeping the bundled fedora "-xen" kernel?

We only provide PAE enabled builds in Fedora / RHEL to ensure a controlled
installation environment for Anaconda & other install related tools we
have.
