Found a fix in the archives, embarassingly under the same exact
subject line I chose:

echo 1 > /proc/sys/xen/independent_wallclock

and then the DomU can sync it's own time,  I am still curious why the
clock would vary several minutes to 1/2 hour from the Dom0 clock when
linked though.
