Does anyone have any numbers on whats the overhead in switching between domains?

I have a weird case where I have two domains (using BVT scheduler)
with equal weights, but their CPU utilizations do not add upto a 100%,
and I was wondering if this "stolen" time can be accounted by any
hypervisor activity.
