I think that you might be onto something there.
The options _should_ work the same on ia64 and x86_64
(that is to say, they may not, but if so its probably a bug).
I also have = in there, here is what I am using.

I've tried a number of things, including omitting the append line,
but regardless I am unable to reproduce the problem that Alex sees.
For reference I have the following setup

  RX2620
  xen-instable-ia64 13965:04c23c1ef888 + patches as posted earlier

  I have also done a limited ammount of testing with 
 13906:eb6c19ed6e67 and 14036:315c348e5f9e, none of which
  seem to show the problem that Alex sees.

When I kexec I can get all the way to the second user userspace,
as per the log below howver console input appears to be broken. 
Note that it appears to stop earlier if sync_console is not specified,
but as I mentioned the console seems to be a bit broken, which
would seem to explain this.

I say that I think that input is broken because I replaced the shell
spawned on /dev/console with a script that echoed a string once a
second, and I could see it doing that.  I suspect that there is some
shutdown/initialisation problem in the xen console as I can't even
Ctrl-aaa (Ctrl-bbb in my setup).

We do have some other console problems on the machine, notably
that input doesn't work on the serial-redirected bios. I'm not sure
if this is related. But for now I will hunt around the Xen serial
code a bit to see what happens.
