I also repeated the experiment with xen-unstable tip cset 7870.
When I run "xend start" I still get:

  Dom0 operation failed -- need to rebuild the user-space tool set?
  Exception starting xend: (13, 'Permission denied')

I suspect that the interface to one of the dom0_op calls has changed
in Xen/x86 and we need to make the corresponding change for ia64.
If someone can reproduce this and provide a patch, I would be grateful.
