This seems to be a genuine bug.  The dom0 kernel fails to start for
some reason.  The last serial console message is something like this:

Dec 17 11:24:00.518681 (XEN) Dom0 has maximum 4 VCPUs

It fails every time on earwig, gall-mite, itch-mite (Intel) and passes
every time on leaf-beetle, potato-beetle, woodlouse (AMD).
