Changing the buildroot doesn't really need a major release bump for
xm-test, the ramdisks are pretty much the same. There are no new
features or behaviors with the updated buildroot. Therefore, the old
ramdisk should work just fine.

I changed this patch to just bump the minor release. The "make existing"
will continue to grab the existing initrd.
