I changed RX_MIN_TARGET in
linux-2.4.27-xenU/arch/xen/drivers/netif/frontend/main.c
and it made no difference at all in the 1500 byte iperf test.

For iperf tcp stream sent from stock linux to xenU
(2.4.27-xenU+RX_MIN_TARGET mod)
1500 MTU: 464 Mbps
