Bug detailed description:

In WSM-EX and NHM-EX platforms, if we did not limit max vcpus number of dom0,
guest will spend more time in bios before go to grub(about two minutes), it
will cost 5~8 minutes to boot up a guest. 
If limit dom0's vcpus with "dom0_max_vcpus=2" in xen grub line, guest boot
normally.
Long time ago, a guest boot slow issue opened on NHM-EX and Xiaowei fix it.
Reproduce steps:
----------------
1. install Xen on EX machine
2. boot to Xen/Dom0, (no limited dom0 vcpus)
3. create guest
4. guest OS is slow to boot
