I found more simple way to reproduce this bug:

1) Set up cap for VM to some value (f.e. 10)
2) Start VM (check xentop - cpu load about 10%)
3) Add some heavy job (while true;do true;done;)
4) suspend VM
5) resume VM
6) check xentop - cpu load about 100% (cap ignored).
