If vm migrating, all VCPU limits are ignored on new host.

Steps to reproduce:
1) create VM with 100% load

2) xe vm-param-set vm-uud=myvmuuid VCPU-params:cap=10
xe vm-start vm=myvm
3) check xentop (10% load)
xe vm-migrate vm=myvm host=otherhost
4) check xentop on otherhost - it will be 100%
