Bug detailed description:
on Stoakley, it's failed to hotplug one USB EHCI device(USB 2.0) to linux
guest, guest print "port reset error"(see attachment). hotplug the same USB
device to Windows guest successfully. 

Reproduce steps:
1) create a linux guest
2) xm pci-attach guest_dom_ID device_bdf
3) check info in guest
