Thank you, Vern for your reply, 

XCP repo does not have iscsitarget packages, it has only initiators
packages and when tried to install the iscsitarget rpm packages from
internet, it complained about the missing dependencies. So please
suggest how I can resolve this issue.

What's not "full" about XCP's Linux? Unless you're talking about running
a whole bunch of non-XCP related stuff too, which is the wrong idea, in
my opinion.

I rather suspect if you download Xen, the xapi source, and all the
approriate patches, you might be able to compile it all on a different
base distro.
