We do it on the Dom0.

This was from back when I was trying to give people 'first month free'
(don't do that.) so I had some crazy users. But it's useful 'cause
you can limit users who are over their allocation to 128K or something
that doesn't cost you money, and you look like a really nice guy compared
to just shutting them off.
(I think we cleaned this up and put it in chapt. 7 of the book of xen.)
