Hi there Tim,

Have you looked at rpath?  http://www.rpath.com/corp/

Their rbuilder (http://www.rpath.com/rbuilder/) is designed to make it easy to 
build software appliances for a variety of VM platforms, including Xen.

Maybe something like this would suit?
