Thats true u need udev inside domU ..
and if that too doesn't helps .. have ur reboot setting to preserve for the domU .. after a block-attach .. reboot your domU.. that should help ....

is that really the Dom0? If so, you wrong. You need udev inside the Guest (DomU), cause what you doing is hotplugging a hard disc.
