In Xen, there's really no distinction between "guest" and "host" OS --
no OS is "hosting" another OS. All OSes are "domains" and one of them
is slightly special "Domain-0".
So yes, you need to have the Xen hypervisor running at 1000HZ for any
of the domains to run at 1000HZ.
