Yep, I had made all the devices (following the conventions of my OS
the /dev/loop$N files were symlinks to /dev/loop/$N which were the
actual devices. I made 32 of these, the same number that I set
max_loop to.
Luckily I've managed to get it working (not sure quite how but
mounting the drive images manually, unmounting them and then trying
to boot the VM again seemed to work and it now works beyond a dom0
reboot).
