Using grub, my FC4 domU boots fine and shuts down normally.
My dom 0 is xen 3.0.0 running on Ubuntu 5.10
When I try to boot the FC4 domU I get :
        Warning unable to open initial console
The xend log is normal compared to my other 2 domU's startup except for:
        …INFO…….. 810… Domain has shut down: …… reason=reboot
        …ERROR…. 1405.. Restarting too fast….Refusing to restart to avoid loops.
Then the domain is destroyed.

Selinux is disabled and I moved /lib/tls my plus other 2 domU's boot fine.
