Sounds like a bug. Make sure you're on the latest tip and if theproblem still persists please file a bug report.

I use a Xen unstable dom0 and a Debian Sarge domU. I
can console into a fresh image, but when I reboot the
domain/reuse the image I get the above message and

then am unable console into the domain.
