Where are you running ab? What connection from test client to your xen server? 
Ddoes dom0 have a dedicated CPu?

I am running ab in an external client. 1G link is used to connect from external client to web server (running inside xen guest). Dom0 have 2 dedicated cores out of 8 total.

One thing that i have noticed strange here is throughput drops down in a virtual http server, it happends in case of 5KB and 10KB files.
