No -- SETTIME effectively sets the dom0 system time, that Xen
also exports to other domains.

Are you sure its only shutting down the xenU domain that causes
problems, rather than arbitrary activity in either domain?
Are the domains on the same CPU?

None of this makes much sense. It's certainly worth instrumenting
SETTIME.
