You may want to start here:

I'm not sure there's a silver-bullet solution, but that README is a very
detailed description of high-performance timekeeping that discusses hardware
caps, migration, and application time-sensitivity.
Once you're familiar with all that, then there will be questions about how your
preferred synchronization mechanism (NTP?) interacts with the mechanisms
discussed in the TSC README.
