It's long term bug-or-feature in XCP (was in 0.1.1, exists in 0.5):

When migration for PV domain performed, if no xe-guest-tools found in
VM, following error appear.

You attempted an operation on a VM which requires PV drivers to be
installed but the drivers were not detected.

I belive, this message is actual for HVM, but completely useless for PV
kernel, which one fully aware about hypervizor.
