[Xen-devel] Error on xm create

When first creating a hvm I received:

me@dom0:~$ sudo xm create vm2.cfg
Using config file "/etc/xen/vm2.cfg".
VNC= 1
Unexpected error: <type 'exceptions.OSError'>

The setup is:
  Dom0:
    Debian Lenny on new dell server
    Xen 3.2.xx
  vm2:
    going to be a win2003 box
