[Xen-devel] XEN_DOMCTL utility?

is there a utility of some sort that one can use to control domains? I
need to set XEN_DOMCTL_ioport_permission in a domain, but after a fair
amount of searching I don't see any utility; on the other hand it's
hard to believe this has not been written.

Anyone seen something like this?
