The same with my setup. It is a Dell Poweredge 2970 with 2 QuadCore AMD-Opteron
2376 and 16 GB RAM.

Dom0 is a plain Debian/Lenny System. I tried the current XEN 3.3.1 Hypervisor
with the same results. If I change the kernel of Dom0 from 2.6.26-2-amd64-xen
to 2.6.18-amd64-xen, the shutdown DomUs will be destroyed with dom0_cpus
unequal to zero.
