Sorry for the strange question,

XenCenter connects to XCP via https. Perhaps you could block this port between your XCP pool and your users? You should be careful to just block access to the XCP host IPs via https, and not block access to the domUs.

Is there any particular reason that you would prefer users to use the CLI versus XenCenter or OpenXenManager?
