Xen doesn't passthrough some CPU capabilities to guests and so /proc/cpuinfo only lists the capabilities that the hypervisor supports in a virtualised environment.

Remember dom0 is a virtualised guest, so will not have VMX/SMX listed.

As long as xm dmesg lists SMX/VMX then the support is available to Xen at hardware level so HVM will be okay.
