Hi Joe,

XCP has an init script that unplugs all but 1 VCPU. Look in the script 
/etc/init.d/unplug-vcpus. 

Also, xapi will balloon dom0 using a formula based on the amount of physical 
ram in your machine. Have a look at http://support.citrix.com/article/CTX124259 
-the procedure for XCP should be roughly similar.
