I think we have a communication problem here. What do you mean "multiple clusters"? The resource pool IS the cloud, it wouldn't make sense to have more than one on the same set of hardware.
  I seem to recall seeing something in the XCP roadmap about eventually federating clouds, but it's still one cloud per set of hardware.
