What  steps are required to "RESUMING it on the destination"?

None :) If you issue xm migrate id destination, all necessary steps will be taken by the Xen tools and the Xen hypervisor. However, you have to open the relocation server (config entry in the xend-config) to enable migration. Btw. if you pass the flag --live, the migration will be done "live", that means without noticable downtime of the VM.
