OK.
My workaround.

"Dom0_mem=1024M" is added to the kernel line in grub config file.

 "CONFIG_DRM" in dom0's .config file does not set.
And rebuild dom0 kernel.

After reboot,viewing devices that are available for Passthrough.

 # xm pci-list-assignable-device
 0000:00:02.0
 0000:00:02.1
