Yep, that's the difference. I had pciback.hide= working on the

I thought using the /sys/bus/... method might work for you because on
my system the kernel command line worked for a while and then after a
new release I received (long story) the command/boot line stopped work
and we had to switch to using the /sys/bus method.

Then, when I ran
xm pci-attach dpm 0000:17:00.0 17 ( is that right? )
the console prints:
(XEN) [VT-D]iommu.c:1289:d0 domain_context_unmap:PCIe: bdf = 17:0.0
(XEN) [VT-D]iommu.c:1175:d0 domain_context_mapping:PCIe: bdf =

(XEN) [VT-D]iommu.c:1175:d0 domain_context_mapping:PCIe: bdf =

and the domU reboots.

Is there an equivalent boot arg for the PVOPS kernel for this?
Where are the docs for what boot args this dom0 kernel supports?
