Which kernel are you using? FC7's kernel perhaps?
I'm using Xen 3.4 (from Gitco) with RHEL's
kernel-xen-2.6.18-128.1.10.el5, and it can create 30 vifs succesfully
before it throws

#### netfront can't alloc rx grant refs
vif vif-31: 12 creating netdev
vif vif-31: 12 xenbus_dev_probe on device/vif/31
