How can I disable power management entirely in xen-3.3?

In xen-3.3.1/xen/common/domain.c, I see the option "cpufreq" option has
two possible choices: "cpufreq=xen" or "cpufreq=dom0-kernel". There
doesn't seem to be a disable option though.
