You should be able to add:
extra="xencons=tty"
you may also want/need to move the ro console=xvc0 into the extra
so it could be that you want
root='/dev/hda'
extra='ro console="xvc" xencons=tty'
You may also need to add a getty script for your xvc0 if it is not
already in your domU.
