This is probably not Xen-specific. You should look into how udev works

If you are looking at specific implementation details, then xen-devel may give
some of the xen-specific information you are looking for, but make sure you
are clear about whether it is a udev or xen-related questions. The udev and
kernel-related lists may be a better place for those types of questions if
google doesn't have what you are looking for.
