Finally I install debian-amd64 stable from scratch. The following
packages from official repositories

$ dpkg -l | grep xen

xen-hypervisor-3.0.3-1-amd64

then I have created winxp.cfg

$ cat /etc/xen/winxp.cfg

builder = 'hvm'
memory = 512
device_model = '/usr/lib/xen-3.0.3-1/bin/qemu-dm'

disk = ['file:/opt/xen/domU/winxp.img,ioemu:hda,w',

name = 'winxp'

vif = ['type=ioemu,bridge=xenbr0']

boot = 'dc'
vnc = 1
vncviewer = 1
sdl = 0

But when I run xm create, I got the following error

# xm create winxp.cfg
xm create winxp.cfg
