That's a vncviewer option. I've noticed it too. Your remote vncserver isn't telling your vncviewer that there is a mouse, even though there is one, AND your viewer is set to "show dot when no cursor". I end up putting up with the dot on these machines, because I dont' want to fuss with my settings every time I connect to a Dom-U, and I use vnc on other systems quite regularly.
