 In your bash, where the xend script works, execute: "dirname `which ip`" 
and remember, what it says.
In my case:
dirname `which ip`
/sbin
So the answer would be "/sbin"
Then edit /etc/xen/scripts/network-bridge and put this line:
export PATH=$PATH:/sbin
to line 2. Then try again.
