Check out SIM from http://www.r-fx.org under projects.  It is great if you want something running on the server to monitor and restart services per your defined variables, etc.  I'm not sure which version he has out there currently but you might want to check out the forums as well and grab version 3 as it is more modular and versatile.

If you want to simply monitor availability of services then Nagios is what you probably want as mentioned before.

Nagios.  It's a pain to configure but works great once you have it set up.

We also use MRTG to monitor bandwidth usage.
 
Do you have anything to monitor the state of the Xen services themselves? I hate writing plugins from scratch.
