Nope.  Older domUs in the Xen 3.x.y series should always run on newer Xens - 
that's where the API support comes in.  You still have to run a matched tool 
set / dom0 kernel / Xen, but the domU kernels can be carried directly 
forward.

As far as I know the compat option is there for the following reasons:
The compatibility option allows you to compile a domU from Xen 3.0.3 and have 
it be runnable on 3.0.2.  If you don't enable this it'll use slightly newer 
interfaces that are incompatible with the older Xens, but are still forwards 
compatible to future 3.x.y releases.
